Settings/Accessibility houses the Mouse & Trackpad preferences pane.
Enabling three finger drag support has moved from its previous location under Trackpad system preferences to Accessibility. From the Accessibility you are able to enable support by click on Mouse & Trackpad and clicking ‘Trackpad Options…’. The resulting dialog box can be used to enable the desired drag support.
